It was first built as a masjid in the Yeldeğirmeni region in 1835-1836 during the reign of Mahmud II.
In 1902, this dilapidated mosque was rebuilt in the name of Rasim Pasha.
It last underwent extensive restoration in 2011-2012.

It has a single minaret and a single balcony, its walls and minaret are made of masonry, and its roof is made of wood.
Yeldeğirmeni was a region where the non-Muslim population lived densely during the Ottoman period. The mosque is located in the area where the windmills that gave the district its name are located.
It was named Rasim Paşa District when Kadıköy was divided into neighborhoods in 1927.
