The building was constructed in 1875 in Kasımpaşa, then a naval district, as Bahriye Rüşdiyesi for educational purposes.
For 33 years, it served as the Ottoman Empire’s first and only Naval Secondary School. After 1908, it was transferred to the Ministry of Education of the period.
The structure has continuously hosted educational institutions and, in 1982, its exterior walls were preserved while the interior was rebuilt in reinforced concrete.

The building was also used for educational purposes under the names Kasımpaşa Merkez Rüşdiyesi and, after the proclamation of the Republic, Third Primary School.
Today, it is used as Kadı Mehmet Secondary School, named after the qadi of Mehmed the Conqueror.
The plot of the historic building was purchased in 1828 from the heirs of Grand Admiral Gazi Hasan Pasha.
