Ali Nevzâd Bey, from the notable families of the Ergiri sanjak, was the son of Naim Bey. Trained at the Mekteb-i Mülkiye, he served early in his official career in the accounting office of the Ioannina Customs Ministry. During this duty, it was recorded that he could speak Greek and knew the Albanian notables of Ioannina and its surroundings closely.
In the early 1890s he served as district governor of Suşehri. According to an archival record dated 1890, Ali Nevzâd Bey’s statements were consulted regarding the Albanian question associated with Şemseddin Sami and his brothers.
Ali Nevzâd Bey’s career in civil administration later continued along the Black Sea and Eastern Anatolia line. While serving as district governor of Giresun in 1894, he was described by the British Consul Longworth as an “able” and “pleasant” administrator. He then served as district governor of Ordu and Bayburt; in the lists of Bayburt district governors, his name appears in 1900, 1902 and 1904-1906.
In 1906 he was appointed governor of Hınıs sanjak and remained in this post until June 1907. After Hınıs, he became governor of Malatya sanjak; the list of Malatya sanjak governors records that he served between 21 May 1907 and 3 June 1908.
Ali Nevzâd Bey died in 1908 shortly after leaving the governorship of Malatya and was buried in the Fatih Mosque Cemetery.

Has anyone reached all his desires in the world and been happy? Offer a Fatiha and comfort his soul. Enough—do not wet the ground with your tears. O Allah, with Your aid, make Your angels neighbors to this servant. Let Your Paradise of Adn be his dwelling. By Your command, "Enter it forever," bestow grace upon him. For the sake of Allah, a Fatiha for the soul of Ali Nevzad Bey, who earned a good reputation many times in the Ministry of Taxes and attained Allah’s mercy and forgiveness. Year 1906.
