Ali Rıza Bey, son of Şakir Efendi, whose date of birth could not be determined, was one of the civil administrators who served in late Ottoman provincial administration and held the office of governor of Siirt sanjak.
While serving as governor of Hale, he was assigned to Siirt on 15 December 1893 through a becayiş, or exchange of posts, with Said Paşa. His service in Siirt was brief and controversial; in 1895 he was removed from office because of public order problems in the sanjak and administrative complaints against him.
Described on his gravestone as “ârif-i billah,” Ali Rıza Bey died on Thursday, 5 March 1314 in the Rumi calendar (10 March 1899), and was buried in the Fatih Mosque Cemetery.
