Davud Bey, whose date of birth could not be determined, was the son of İsa Bey. He was one of the late Ottoman officers who served in the Gendarmerie Department with the rank of major.
In the Ottoman Empire, the gendarmerie organization gained a more defined institutional framework with the reorganization of internal security after the Ottoman-Russian War of 1877-1878. The Asâkir-i Zabtiye organization was restructured on 20 November 1879 under the name Gendarmerie Department and attached to the Seraskerlik.
In this period, the Gendarmerie Department was an important institution for maintaining public order in the provinces, conducting security services under military discipline, and strengthening central control over internal security. Studies concerning the 1903 draft gendarmerie regulation also show that the Central Gendarmerie Department had become a central organization consisting of units such as the presidency, branch directorates, accounting, roll call and records.
Major Davud Bey died on 10 Shawwal 1319 (20 January 1902) and was buried in the Fatih Mosque Cemetery.
