Fatma Lütfiye Hanım was the wife of Mehmed Raşid Paşa, a long-serving Ottoman civil official in Yemen. Mehmed Raşid Paşa held mutasarrıflık posts and also served as a member of the Yemen Inspection Commission.
Through her sons, Fatma Lütfiye Hanım belonged to a family that later became prominent in Republican legal and academic life. Vasfi Raşit Seviğ was born in 1887 in Menaha, Yemen; after studying at Galatasaray, Istanbul Law School and Paris Law School, he became a deputy in the Republican period and an ordinary professor at Ankara Law Faculty.
Her other son, Muammer Raşit Seviğ, was born in 1885 in Haraz. He became an ordinary professor of private international law, served as deputy for Şarki Karahisar and taught at the university. The family thus carried an Ottoman provincial administrative background into the legal academy of the Republic.
Fatma Lütfiye Hanım died on 23 April 1323 in the Rumi calendar, corresponding to 6 May 1907, and was buried in the Fatih Mosque Cemetery.
