After serving in Yemen in the rüsumat organization concerned with customs and tax revenues, he retired. The rüsumat organization refers to the institutional structure in the Ottoman Empire especially connected with customs procedures and the administration of revenues in this field; it is known that provincial customs were reorganized under a central system in the 19th century.
Another point known about Hacı Hafız Halil Efendi, as written on his gravestone, is that he belonged to the Şa‘bâniyye path. The Şa‘bâniyye order, associated with Şeyh Şâbân-ı Velî of Kastamonu, was one of the important branches that spread widely within the Halvetiyye order.
Hacı Hafız Halil Efendi died in 1309 in the Hijri calendar (1891) and was buried in the Fatih Mosque Cemetery.
