Hacı Kadri Bey, whose exact date of birth is unknown, was the son of Hacı Musa Ağa, the Water Minister. The Water Minister was the official at the head of the Water Administration, responsible for the regular and continuous supply of water in Ottoman Istanbul.
Hacı Kadri Bey’s father, Hacı Musa Ağa, also served as Kapucılar Kethüdası in the Mabeyn-i Hümâyun, an important palace organization that, especially during the reign of Sultan Abdülhamid II, referred to the sultan’s close working and service circle.
Hacı Kadri Bey’s inscription also states that he was the brother of Hacı Hasan Paşa, who died while serving as governor of Sivas. Also known as Hacı Hasan Hilmi Paşa, Hacı Hasan Paşa was appointed governor of Sivas in 1897 and died in office after serving for about five years.
Hacı Kadri Bey, who held the rank of miralay, or colonel, served as Commander of the Fatih Gendarmerie. Together with his father and brother, one branch of the family stood out in palace and provincial administration, while another branch came forward in the military and public security organization.
Hacı Kadri Bey died on 24 August 1322 in the Rumi calendar (6 September 1906) and was buried in the Fatih Mosque Cemetery.

He is the Eternal. This is the eternal resting place of Colonel Hacı Kadri Bey, Commander of the Fatih Gendarmerie, son of Hacı Musa Ağa, gatekeeper of the palace chamber where the sultan received male guests and Minister of Water, and brother of Hacı Hasan Paşa, who died while governor of Sivas. 6 September 1906.
