Born in 1906, Halis Köseoğlu belonged to one of the notable merchant and local notable families of Akşehir. Hacı Rüştü Bey, named on his gravestone as his father, was known as Köse Ahmetzâde Hacı Rüştü Efendi and was among the founders of Akşehir Bank.
Akşehir Bank was one of the local economic enterprises that began in 1909 under the name “Ottoman Economic Company in Akşehir” and acquired the status of a bank in 1916. Its founders included both Muslim and non-Muslim merchants and notables of Akşehir.
In his youth, Halis Köseoğlu worked at Akşehir Bank, where his father had been among the founders. In a news item dated 31 December 1934, he appears among those in Akşehir who had adopted new surnames, recorded as “Halis (Köseoğlu), transaction officer at Akşehir Bank.”
He later engaged in trade in Istanbul and became known both through his family roots among the Akşehir notables and through his place among Istanbul merchants.
Halis Köseoğlu died in 1957 at the age of only fifty-one and was buried in the Fatih Mosque Cemetery.

He is the Eternal. "In the name of Allah, the Most Gracious, the Most Merciful. Say: O My servants who have transgressed against themselves, do not despair of the mercy of Allah. Surely Allah forgives all sins, for He is the Most Forgiving, the Most Merciful." (Zümer 53) This is the grave of Halis Köseoğlu, from the notables and merchants of Akşehir.
