Hacı İbrahim Hakkı Efendi belonged to the learned circles of Bolvadin. He served as mufti of the Istanbul Fire Brigade Regiment.
The Istanbul Fire Brigade Regiment was established after the great Beyoğlu fire of 1870 and reorganized under the regulation of 2 September 1874. Its organization was shaped under the leadership of Count Edmond Széchenyi Paşa, who played an important role in modern firefighting in Istanbul.
The presence of a mufti within this regiment reflects the religious guidance provided within military-style institutions. Regimental muftis were responsible for the religious life of the unit, sermons, ceremonies and the moral-spiritual order of the personnel.
Hacı İbrahim Hakkı Efendi died on 1 February 1326 in the Rumi calendar, corresponding to 14 February 1911, and was buried in the Fatih Mosque Cemetery.
