İzzet Bey, whose date of birth could not be determined, was one of the late Ottoman state officials who served as Director of Internal Customs in the Ottoman customs organization. In the Sicill-i Ahvâl records he is recorded as “İzzet Bey Efendi, Director of Goods and Internal Customs.”
Internal Customs was a unit within the Ottoman customs structure concerned with goods and merchandise involved in internal trade. In the late 19th century, the customs administration attached to the Rüsûmât Emaneti was also connected with the prevention of smuggling and, in some cases, the inspection of publications and goods passing through customs.
İzzet Bey, Director of Internal Customs, died in 1320 in the Hijri calendar (1902) and was buried in the Fatih Mosque Cemetery.

He is the Eternal. O visitor, the person sitting here in peace and tranquility in this bed of stillness was a human being. Honor, integrity and helpfulness, the basic principles of humanity, were gathered in his person. He was a dignified man who accomplished great works. The pains and sorrows of the world finally poisoned his life. He gave his soul to the command, "You shall be returned to Him." For the sake of Allah, Fatiha. A Fatiha for the soul of the late İzzet Bey, Minister of Internal Customs. Year 1902.
