Mehmed Celâleddin Bey, whose date of birth has not been identified, belonged to the Rızâ Beyzâde family and served in the Ottoman financial bureaucracy as a member of the Meclis-i Mâliye. This council was one of the bodies within the Ministry of Finance where financial matters were examined and discussed; it played a role in the central fiscal administration of the state, especially in taxation, collection, accounting and financial oversight.
Alongside his identity as an official, Celâleddin Bey was a member of the Mevlevi order and was known for his devotion to the belief in divine unity and for his clear conscience. Mevlevism, connected with Mevlânâ Celâleddîn-i Rûmî, was a Sufi order that had strong ties with learning, manners, music and Sufi circles in Ottoman urban life.
Mehmed Celâleddin Bey died on Friday, 29 Muharram 1330, corresponding to 19 January 1912, and was buried in the Fatih Mosque Cemetery.

Epitaph
He is the Eternal. "The lodge where I sincerely worship the Truth is one / Not for a breath did I depart from the divine unity: Allah is One." The late Mehmed Celaleddin Bey, son of Rıza Bey and member of the Finance Commission, is buried in this grave. The deceased was affiliated with the Mevlevi order, sound in his belief in the oneness of Allah, and pure of conscience. He asks visitors for a Fatiha. Friday, 19 January 1912.
