Mehmed Fuad Bey, whose date of birth could not be determined, was the son of Râşid Nâşid Paşa, former Governor of Syria. Râşid Nâşid Paşa was a late Ottoman statesman who served as accountant, treasurer, sanjak governor and provincial governor; after the governorship of Aydın, he served as Governor of Syria between 1885 and 1888.
Mehmed Fuad Bey served among the examiners of the Dîvân-ı Muhâsebât. Founded in 1862, the Dîvân-ı Muhâsebât was the high financial audit institution established to examine the revenues and expenditures of state departments and to follow budgetary and financial inspection processes. It became a constitutional institution with the Kanûn-ı Esâsî of 1876 and, with the Republic, became the Court of Accounts.
El-Hac Naşid Paşazâde Mehmed Fuad Bey died on 3 Muharram 1317 / 1 May 1315 in the Rumi calendar (13 May 1899) and was buried in the Fatih Mosque Cemetery.
