Mustafa Naili Efendi, whose date of birth could not be determined, was the son of Hacı Hasan Ağa from the notables of Prizren. Prizren was one of Kosovo’s important centers in the Ottoman period and is counted among the strong cities of Islamic culture in the Balkans.
Mustafa Naili Efendi rose in the civil administration to the office of deputy governor of Ankara Province, and in 1897 was appointed from this post to the governorship of Siroz sanjak.
Mustafa Naili Efendi died on 7 Shawwal 1320 (6 January 1903) and was buried in the Fatih Mosque Cemetery.
