Mustafa Sa‘deddin Paşa was the son of Abdülhamid Ferid Paşa. Abdülhamid Ferid Paşa was one of the high-ranking Ottoman statesmen who served as governor of Bursa, president of the Şûrâ-yı Devlet and Minister of Public Works.
Sa‘deddin Paşa himself served in the late Ottoman provincial administration. While he was governor of Çankırı Sanjak, he was appointed governor of Latakia Sanjak in a mutual exchange with Abdülgani Paşa, then governor of Latakia. He took up this post on 13 March 1898 and remained in Latakia for about one year.
Latakia was one of the important coastal sanjaks of the Syrian provinces. Sa‘deddin Paşa’s appointment there shows that he belonged to the provincial administrative cadre of the late Ottoman state.
Mustafa Sa‘deddin Paşa died on Sunday, 28 Shawwal 1321, corresponding to 4 January 1319 in the Rumi calendar and 17 January 1904 in the Gregorian calendar. He was buried in the Fatih Mosque Cemetery.
