  • Saîd Bey was the son of Zekeriyya Bey from the Filat dynasty within the Province of Ioannina. Filat, or Filyat, was one of the districts attached to the Ioannina sanjak of the Province of Ioannina in the late 19th century.

  • His father Zekeriyya Bey was among the members of the Cem‘iyet-i Rüsûmiye. The Rüsûmât Emaneti, founded in 1861, was the institution that centralized Ottoman customs revenues and procedures; the Cem‘iyet-i Rüsûmiye was a high board within this customs bureaucracy that functioned in decision-making and oversight.

  • Saîd Bey died on 4 April 1903, when he was only fourteen, and was buried in the Fatih Mosque Cemetery.
