Judging by his age at death, Süleyman Reşad Bey must have been born around 1886. He was the son of Mustafa Neş’et Paşa, one of the notables of Ioannina. Mustafa Neş’et Paşa was one of the late Ottoman administrators who served as governor of Kırkkilise Sanjak during the reign of Sultan Abdülhamid II and held the rank of mîr-i mîrân. Kırkkilise was the Ottoman-period name of today’s Kırklareli.
Süleyman Reşad Bey died young shortly after the death of his father Mustafa Neş’et Paşa. The grave text especially emphasizes his mother’s grief; in this respect, his grave is one of the records in the Fatih Cemetery that reflects the family tragedy experienced by a paşa household through two deaths in quick succession.
The family of Mustafa Neş’et Paşa, coming from the notables of Ioannina, belonged to the administrative and social elites of Ottoman Rumelia. No personal office or official post has been identified for Süleyman Reşad Bey.
Süleyman Reşad Bey died in 1322 in the Hijri calendar, corresponding to 1904, at the age of sixteen, and was buried in the Fatih Mosque Cemetery.

He is the Living, the Eternal. He was young, of beautiful nature, and rare among his peers. Among the family his beloved name was Süleyman. He was the only son of Mustafa Neşet Paşa. He was cherished, fortunate and enviable. The wind of fate withered the color of his face too quickly. He was a smiling bud that adorned and gladdened the rose garden. O visitor, do not pass without reciting a Fatiha for his soul. He was the sultan of his mother’s heart. O Cezmi, the pen lost itself and wrote the date of death with the letter y: "Süleyman Bey was a ghilman worthy of Paradise." (1322/1904) Süleyman Reşad Bey, son of the late Mustafa Neşet Paşa of the Ioannina notables, who died in 1320 while serving as governor of Kırkkilise (Kırklareli) Sanjak, departed this mortal world at only sixteen. May Almighty Allah grant this innocent one His mercy together with his father. Almighty Allah separated him from his mother in this world; may He not separate them in the hereafter. (1904).
