The school was opened under the name Ravza-i Terakki in a two-story wooden mansion on Tabutçular Çıkmazı.
Following the death of Halil Rüştü Bey, the school management was transferred to the Committee of Union and Progress in 1910.
Dr. Hüsnü Şakir Bey, from the board of trustees, purchased the building; in 1927, he donated the building along with its furnishings to the state.
The school operated under the name Otuzuncu Okul from 1927 onwards.
The name of the school became Kızlarağası İlk mektebi in the 1949–1950 academic year.
The school took the name Halil Rüştü Bey in the 1951–1952 academic year; in 1953, it used the name Halil Rüştü İlkokulu.
Education continued in the wooden building at the same campus until 1964; on 24 December 1964, education and training continued in a new building constructed by the state within the garden.
The wooden building was closed by report on the grounds of fire hazard and risk of collapse; it was used for a period for the functions of a warehouse and archive, as well as the District Directorate of National Education.
